A villain, a rogue, an evil or "black-hearted" person, hence abreviated low brow U.K. style to "blaggard"

It is an old term for someone who is dishonest, conniving, a liar, a braggart, etc. It is often used to refer to a man who has 'dishonorable intentions' toward a woman...often a higher class man to a lower class woman.
