Yes, at the age of 13 I recieved my first debt card from RBC and it was the same age my brother recieved his from TD Canada Trust. Assuming the laws are the same in Canada and the United States, yes they will give you one. Any bank will. I believe the earliest you're aloud to get one is 13.

Try the Young Americans bank; I had a checking account with them when I was a kid. (They work solely with people under 18)
