"tu chies" by itself doesn't really mean anything, unless it's the newest way of saying "tu fais chier", you never know with youngsters these days
in which case it means "you're annoying" (for instance if you've refused to do something for someone, if you've cancelled an appointment...) it's not quite as strong as "you piss me off", but not far, depending on how angry the other person is :)
it's not very rude, but it's still slang.

literally it means "you sh*t" (**** being a verb not an object).
I'm a little puzzeld what the author meant, because "faire chier" (to make sh*t) does mean to annoy in common language. So "Tu fais chier" (Your making people sh*t) would mean "You're very annoying" or "you suck".
But what it means without "faire", this I do not know.
