You open a dialogue with this mark: « and continue with the speech of the first speaker. No need to close the quotation marks at this point.

--You then put a dash to indicate that the second speaker has started to hold forth.

-- then the first speaker says something more

-- then the second speaker

And so on and so forth, closing the dialogue with ».

At least, that 's how I was taught to do it.
