Hey orientalguy, it originated back before the times of William Wallace. The feudal lord of the land would have the first rights (sexual rights) to the betrothed at any wedding of his choosing. While he consummated his dastardly deed, his men would put the acronym:
Fornicating
Under the
Consent of the
King
on the door of the poor bastard's house he was violating, to ward off any onlookers (witnesses) or wrongdoers.

It has nothing to do with "fornication under consent of the king" or any other silly acronym like this. This is just an urban myth.

Nor, as is often claimed, is it Anglo-Saxon.

As someone else said, it's most likely from Middle Dutch.
