It's also very different between the US country side and the city. Between higher class and lower class. Between artists and scientists - etc.

It is true that the rules are so different that to someone who hasn't grown up in them, the rules may seem to not be there at all. For instance, family has very little to say about who people get married with in the west, in most cultures.

One restriction that's very important is that sex has to be consensual: both parties need to agree, or the result is called rape - and punishable by law, even within marriage. In the US sex is by definition consensual if it involves one person under 16 (or so tv tells me). This means that any person over 16 who has sex with a 15 year old can be prosecuted.

Every western country (even the Netherlands) has laws against prostitution. These are usually enforced strictly where kids are involved - which is where the answer on child prostitution in Asia comes from.
