It's just due to the amount of cultural differences and the need for the memories. Japanese take photo's of things like buses because the England Red double Decker is very famous and part of the heritage. They take photos of the people as we all look very different to them. They take photos of the local sights so they can show their friends where they went. They take photos of the food because it is different and easier to show a photo of a Cornish pasty then try to explain what it is. I could go on forever but just remember the main point that Japan is very different from the western countries and they want the photos for memories and explanation for their friends.

It is odd what foreigners find interesting in other countries. When I was stationed in Saudi Arabia I almost got in trouble for taking a picture of a sign at a beach; it had the rules posted for the beach and one of them were "no slaughtering animals on the beach". I thought it was funny, they wondered why would I take a picture of a sign and what was I going to do with it. They are probably saying "look at the American bakery look at how different it is".
