Sometimes I see them peeking out and just think wow, l'd like to have them. But how do I ask? Do I offer to pay? From a woman's view, whats an acceptable reason?

Panties are personal items thus I don't think it's appropriate for you to ask them; not even when that person is your sister. I suggest you let her know that you liked her panty and ask her where she got it from. Then you go buy it!

Why not go out and buy a pair that looks like hers, and then you can pretend these panties are hers.
