People are such morons. You ask a real question, and because it involves race, they flip out; even though the question is obviously based on a real phenomenon.
There are 2 reasons: The first is what psychologists call "Affiliation Motive." If a black person in America speaks standard American English, or anything approaching it, they are ridiculed by their peers as acting too white.
The second reason is that they do not know how to construct a sentence properly because they're used to hearing everyone around them speaking in Ebonics. It is not true that they all know how to speak proper English. Many cannot, even if they try. Children, in particular, have a difficult time speaking proper English, and many cannot understand the grammar of standard English. This holds them back in academic situations, espescially in their younger years.
Personally, I have no problem with Black Americans speaking in their own jargon, as long as they make the effort to speak standard English in business situations or when speaking with people who do speak standard English. If they don't make that effort, they need to recognize they will lose opportunities, and that is nobodies fault but their own.
If I can come to America after making an effort to learn English, they can learn to speak proper English outside their homes.

It's not just African-Americans that don't speak "proper english." And it's not that they "can't" speak proper english, it just depends on where they grew up and what is spoken in that area. People just get used to it, so that's how they speak. That's kind of like listening to person from Mexico speak spanish and then listening to a person from Spain speak spanish...it's the same language, just different dialects.

We don't assume Foreign blacks to talk Proper English, hell WE can not talk it. the major rub is the Afro -American N*****, they make up phrases that do not relate to some thing, and after one hundred fifty years of non servitude they drop R from phrases like four. I recognize English is the simplest to spell in , English itself is a combined language of French and German, a few Spanish and different phrases we suitable.. But a prostitute on each and every slash of an intersection is NOT a Fo Ho Co.

What is "proper English"? Like most languages English is a constantly developing language and develops it's own dialects.
While we may not understand people who come from other parts of the English speaking world it does not mean they aren't speaking "proper English", just we don't understand their dialect. If you don't believe me, try speaking to a native of Yorkshire (England) or some Scottish and Northern Irish people.
But gathering from the tone of your question, this answer probably won't satisfy you!!!

first off i dont want to sound mean but that is a generalization. It has nothing to do with race, but more on how much money someone had/has. In this country we have certain areas that do not get funded as well for education, and therefore they do not learn "proper" english, i dont use proper english, and i think what you are referring to is ebonics. Its a poorly educated thing and has nothing to do with race, but since african americans are probably the majority that suffer from poor education, i think that is how ebonics got its name.

African-Americans come from Africa directly, so English is their second language. If you're talking about black people, then they CAN speak proper English. Some just choose not to out of fear of being called white.

Why can't Southerners, Texans, Yankees, current president, cajins, etc. speak proper English?
Do you mean STANDARD English? King's English? British English?
Why do people who do not have equal education opportunities have difficulty speaking standard English?
