1) Issue General Dallaire (upon whom the "Canadian Colonel" in the movie Hotel Rwanda was based) the Rules of Engagement he would have needed to protect civilians.

2) Allow for enough troops to be deployed in Rwanda in the first place with the proper armoured vehicles and weapons. There is no replacement for a lot of boots on the ground.

3) Allow the troops to carry more than self-defence weaponry and enough ammunition to do more than basic self-defence.

4) Links should have been established between intelligence collections assets on the ground and the Rwandan legitimate government to allow for the passage of information and therefore the arrest of militia commanders, etc.

5) Establish dedicated means of communications between the Rwanda mission and a proper operations center with a on-site 24/7 duty officer who would have the authority to wake up key members of the Security Council if required and to provide instant guidance to the commander on the ground.

1. Coordinate UN Forces-the problem that resulted in Black Hawk Down.

2. Enlist U.S. help--not likely since the Black Hawk Down incident

3. Give more freedom to "peace-keeping" forces, which is a joke in itself.

4. Actually give a s**t about Africa

The UN is just a vehicle for the advancement of world-wide corruption for the few super international elite.

I am positive your professor/teacher will not be impressed with these answers.

The United Nothing could not because they would not do anything for anyone to stop the situation. It does not further their cause(global control) to have situations handled in a timely manner.It does not matter to them how many people die or are maimed by their inaction.
