no unless the mineral forms some kind of acid
i'm not really sure if it's acids that baking soda react with, but vinegar for sure reacts with it
baking soda does not react with the water from my tap

If it is sparkling mineral water, yes. CO2 in mineral water reacts with the water to form a weak acid. Sodium hydrogen carbonate (baking soda) will react with a weak acid to generate CO2

No, it mainly just dissolves in it.
Actually, there is a bit of hydrolysis going on, and the hydrogencarbonate ion reacts with water a small amount, to form OH- ions.
