Chemicals found in fertiltilzer are used to improve oxygenation so you could try looking at the components in a bag of it.

While on break from a trade school, I worked at the local water plant. For the sewage, they used pure peroxide along with aeration. So try adding peroxide, the store bought solution is only a 1% mix so a whole bottle should do the trick.... Im not sure what your trying to accomplish but this should help.....

Hydrogen peroxide (H2O2) is a very pale blue liquid which appears colourless in a dilute solution, slightly more viscous than water. It is a weak acid. It has strong oxidizing properties and is therefore a powerful bleaching agent that has found use as a disinfectant, as an oxidizer, and in rocketry (particularly in high concentrations as high-test peroxide (HTP) as a monopropellant), and in bipropellant systems.
Solutions containing more than about 8 percent hydrogen peroxide are corrosive to the skin. So be careful.
bleach contain hydrogen peroxide, but will kill bacteria which naturally "cleans" the waste. I think your answer is lots of bleach, but you may want to resubmit the question as a chemical toilet options question, possibly under environmental issues.

Your best, cheapest is O2.! Other options include ozone which is replacing chlorine in many plants. Many ozone generators are available for hot tubs which would work in a camper. Better ozone generators have appeared in the last 10 years than were previously available. Solid state devices produce ultraviolet rays which generate ozone at a much cheaper rate.

There is a chemical to oxygenate aquarium water but I don't know what it is and I can't remember the name. I used them when I transported my fish tank. You could find out from a pet shop, maybe this site;
