Well for the 'b' part arsenic concentration can be determined by Hydride generation technique,or Neutron Activation Analysis.

AA allows you to quantitate heavy metals in that manner. I worked on a project quantifying heavy metals in fertilizers with AA. We digested the fertilizer in acid. Made solutions. Used standards to determine the concentrations in solution and calculated back.

Both can be done by ICP or ICP-MS.
