An oxidising agent is an electron acceptor(it gains electrons in redox reaction), it is a substance which is reduced and a substance in it's which oxidation number decreases in the positive direction. An oxidising agent may give away oxygen to the element it's reacting with for example H2O + C ----> H2 + CO water here is an oxidising agent in the reaction.
