Either you don't have a cd burner. (cd-rw drive) or the drivers are not functioning which means you need to download them again from the support section of your manufacturer's website.

Do you have a CD/RW? Is it enabled in the device manager? You can check by going to the Control Panel, then the Administrative Tools, double click on Computer Management, and then click on Device Manager. When the Device manager comes up click on + at the CD-ROM or CD-RW, right click and check properties and it will tell you if it turned on. Use the drop down window to enable or disable the device.

Many reasons,
You have only CD Rom drive and not writer.
The writer software is corrupt or removed
The CD writer is not not installed or is unstalled.
You have to check these, one by one.

1) Buy USB CDRW or DVDRW drive
2) Plug it in to USB port
3) Burn CDs and/or DVDs
