Magnesium hydroxide is made by the reacting magnesium with water, according to the following equation

Magnesium + water = magnesium Hydroxide + Hydrogen

Mg(s) + H2O (g) ----------> Mg(OH)2 (aq) + H2 (g)

This is of course alkaline and basic, It's pH will be around 9-10 due to Magnesium hydroxide being only slightly soluble. i think you are referring to magnesium chloride which is produced by the reaction of magnesium with hydrochloric acid.
