the problem is not with traffic rules, but with the people. People must be interested in obeying traffic rules then alone can we regulate this.
We can bring this through 2 ways:
a. by putting heavy laws or
b. by educating the next generation. Traffic rules must be a part of the syllabus for students studying in 5'th or 6'th standard.
Through this right from the young age we must incorporate that idea in those children mind that they must follow the rules.

Traffic law enforcement is a joint venture between the public and the traffic department.
The rules of the road must be taught right from the primary school all the way up to when people who apply to obtain a driver's license. Wherever there is mixed traffic on the roads - the rules for the slow moving and fast moving traffic need to be enforced even more rigorously.
The system can only be improved by public participation with the law enforcement agencies, even as they are trying to make and enact new regulations.
You need to promote mass media education through the multmedia that is available today.
Enforce mandatory insurance on all motorized vehicles. In case of accidents they have to be responsible and the award of compensation is always based on whose fault the accident was. Such measures will obligate people to follow rules, besides penalies for the infraction of the regulations.

In the USA, on the green signal you may proceed. But not all the cars can proceed at the same time. Because the guy in front may be daydreaming or whatever and you would ram into his rear end. Matter of fact if they had a rule so everyone would go on a green light there would be accidents all other the place. So it is go when you can, as long as the light is green.

where do u live?
some other places people don`t even care about traffic lights , they just go whenever they like, there are no lanes ,some streets there are no traffic lights.
so don`t complain....this is so far good compared to other countries.
and by the way this is not about the rules only.
it`s about the people respecting the rules.
