I want to become a model, but I need to know the steps in making my portfolio of pictures.

You'll want to bring examples of all your work, plus headshots, full-body shots, etc. Including a headshot of you without make-up, or at least without a ton is recomended, because the product you are selling to them is you, not what you pile on. If you haven't actually started, find an agency website and get information from them. Do not give anyone money if they say they can make you into a model!!! There were scams going on where girls were paying lots of money because they were being led to believe they would be famous, but then the 'modeling agency' mysteriously closed.
Find out about any and all events where you could go to be noticed by scouts. Look up Model searches in your area, and find reputable modeling schools or classes.
Remember being signed doesn't give you the fast track to stardom! You often get shipped off to some city to wait on the beck and call of shoots and jobs that will be fickle and far inbetween unless you are something really special.
Skin is essential! If you don't know a dermatologist by now, get the number of a good one and find a skin care routine and follow it like a religion. Off the drugstore cosmetic counter will not cut it in the modeling business.
depending on what kind of modeling, you may also need a dietician or trainer. If your thinking runway or victoria's secret type modeling, they are going to want you underweight by a lot, no matter what the news says about 'skinny models off the runways' if you have beautiful hands or another part, you can be a body-double or parts model (Think of the hands in a lotion ad) If you have a good look, but aren't supermodel material, there are tons of billboards and magazines with ads that feature models just like you.
Personality also matters! Learn about interview skills you'll need. Mental resiliance is key, burn-out claims many a career before it leaves the ground, good luck!

to start modeling...you don't need an expensive portfolio.
if you are not signed to an agency yet..and want to make the rounds of the agencies....
just have some natural nice pictures taken...they don't have to be professional.
agencies just want to see how you photograph basically.
one close up of your face, one full length, .
the less make up the better...keep it simple....
agencies will always take a young model and improve your basic look anyway.
good luck making the rounds of agencies..and don't give up!!

There is a new service, an online portfolio tracker www.beatthebenchmark.net. I think it offers a lot of useful statistics, even attribution statistics. Pretty charting and it is free.

I have a friend whose doing Modeling. So let me get her input on this....

Okay:
-Get yourself a photographer and an agent
-have them take pics of you including:
~Different outfits
~Poses
~And Backgrounds

Go to a pro photographer in the area and take a bunch of shots, head and body shots

well i have connections with people who take my pictures for free but get them done at a professional photographer not one for like familys or something one who does senior pics or something its gonna be expensive i had the opportunity and i still do to meet with this photographer in california but it costs a couple thousand for location makeup clothes etc but then when your done get a really nice binder with those clear things to put pictures in and get the pictures enlarged to like a regular sheet of paper size and then put them in there and then go to agencies and show them and they will ask you to walk for them and stuff so give them your best runway walk... which needs lots of practice not like paris hilton walk but sophistication
