What a wonderful question.....I have joked with people who travel all over the world all year long and it still confuses even them and me.....basically every country has a number assigned to it and that is part of the phone number. I can't remember exactly how it works but it is very illogical...I think it is 0+1+Country Code Number+Area code+Phone Number or something like that...I gave up and use the Internet now for out of country communications. Screw the phone company if they can't come up with something better, then why pay anything...

it is the country code. it depends on what country you want to call. every country has a country code. here is a list of the codes for each country http://www.the-acr.com/codes/cntrycd.htm
have fun but be prepared to really piss your parents off! it is extremely expensive to call over seas.
