Don't see why not. All the Cardinals would endorse him as well as the Pope so he'd win easily.

If you're referring to Frederick Barbarossa's phase though, he'd still win since all Princes and Barons and Counts would support a pervasive, all-knowing, indisputable power which they couldn't contest or contend against.
