Because Microsoft is a mega-huge corporation it doesn't look like they have an office for handling phishing scams, as I'm sure they would be inundated with spam at that address. They do however have some advice on how to protect yourself from those phishing for your personal information.

Other companies, banks especially, often have a fraud webpage with an email address you can use to send that information to. Make sure you keep the header information intact though if you forward such an email to a fraud center, as header information tracks originating ip addresses and mail servers. Yahoo webmail is good in this regard because you can set it up through mail options where it will display all that information.

There really is no need to alert anyone. For your safety you may find that alerting friends and family may be enough. Large email companies and ISP companies are normally very quick on clamping down on major scams. I certainly know that yahoo and hotmail will block such content as soon as possible.

yahoo can also be contacted via the homepage and scams on hotmail can be reported here:
abuse@hotmail.com
