As a language consultant,I can recommend accredited and reputable language schools for any language,in the country or countries where it is spoken.For example,English in England,Spanish in Spain etc. A lot of courses,including internships,university foundation,specialist courses for lawyers,doctors etc.

Yes, I think one should try to aquire or learn the given language of a country within which they are resident. In fact, I already have learnt another language plus a little bit of others (odd sentences or words). It is the most wonderful thing one can do to understand and learn so much more about others.
