Yes! First off your friend needs to decide whether or not he wants to use HTML or use premade templates on his site. After that he needs to find a host. A few hosts I recommend are:
http://www.freewebs.com and http://www.geocities.com. Both are extremely easy and both are for HTML sites or premade template sites.
Next, he needs to build his site and add whatever he wants. But a website is not complete without vistors. I recommend that you design little buttons (100x35) or banners on Photoshop or find a friend or site that will be willing to make some buttons for the site. Your friend can have a page for "Affliates". Affiliates is when a site is willing to put up your button on their site and in return you put up their button your site. Some sites are very strict on who they want to represent on their site-but there are sites who will accept ANY website-whether it's complex and very high quality or not. If your friend doesn't want to do this, then he can always creat text links for people to put up on their sites. A text link would look like this: SITE NAME HERE
By using the code above, people can post that into their website, MySpace, YouTube Profile and so on to get more people to the site. Word of mouth is a great and easy way to get the site recognized too!

'Hope I helped and best of luck to your friend! He's very lucky that he has somebody who wants to help him out.

Oh and btw, if you need ANY website help check out this site:

^^I went to this site and taught myself HTML. If you register at the forum you can post questions and people who know their stuff will be more than happy to assist you.

You need to find or purchase enough web space to suit your needs. You must also secure a domain name. A sample IP address would be 64.64.64.12, and a sample domain name might be cokeisgood.com. Once this is set up, many web space providers offer content development tools or you may also use an HTML editor like Front Page. After authoring your pages that make up your site, you must publish the content onto your web space, often done by an FTP client. Hope this helps
