I'm surprised anyone is still using dialup considering the price of broad band.
anyway you'll find it's probably you phone line that's not up to it also how may phones have you on the line more than 4 can kill your connection more than 1 will definitely slow you connection try unplugging a few by the way I thought my connection was slow at 2.2Mbps

Dialup will adjust its speed automatically according the the error correction. Electrical interference on the line will cause problems that slow it down.

38kbs for dial up is fantastic. I had dial up and my download speed was as low as 5 kbs. If you want to speed that up, you will need to get high speed internet, which is probably a very good idea considering that it often does not cost any more, and sometimes even less . Example some people are paying as much as $23.95 per month for AOL(dial up), while others get SBC Yahoo(high speed DSL) for as little as $14.95 per month

I used to have dial-up like two years ago. It really sucked, I suggest that if you have money, and especially if you're subscribing to someone like earthlink, you might as well get DSL/CABLE, which is so much faster. Verizon DSL is great. But if you don't want to, then you could probably find those speed booster things. They speed up images and such.

the dialup wire will never get over 40KBps because of resistance in the wire

That's really not a horrible connection... Best solution. Get DSL/Cable.

Dialup is teetering on obsolete.

The only thing you could "try" is cleaning up your computer. But that won't speed it up. You're really at the mercy of the line.
