You can register a domain name for around 10.00 /year at many registrars these days. You can use mine if you like http://shopdfw.nameservices.net no you dont have to its just a less expensive place to register a domain than some others.

Hosting runs anywhere from a few dollars 5.00 to a few thousand all depends on how big your site is and how many people visit it.
Yahoo even offers hosting for your site for a very low rate.

Learing how to do web design is a different bag altogether. Many designers take years to get good. You can start with a simple book. Like "Web Design for Dummies" (it really is a good starting place).

There are several hunderd books written about what makes for good web design. Try having a look at your local library and bookstores.

Go to Web.com. They host websites, and have a variety of templates for you to choose from. You can start simple with just a few "brochureware" pages - just text and pictures - then work up to e-commerce functions and database if you want.

The cost is $15 per month, about.
Getting a website comes with that, I think, but registering a name on your own is about $100, last time I checked (couple of years abo).
For Web Design, buy yourself a book on HTML and Style Sheets. That will get you started.
If you use Web.com's pre-defined templates, you don't need to know much about web design at all.
