If you are refering to Outlook Express, you can do that by selecting TOOLS in the main menu. this opens the OPTIONS window.

Select MAIL FORMAT tab.

Towards the middle right you will see a SELECT STATIONARY button. This is here you can change he background.

If your talking about ahoo mail, hotmail and such. Sorry, can't help you.

On Yahoo!, go to Options (near the right hand side) and you can edit calender, color, spam, and more.
