An organization I'm working for as Marketing Director owns "www.twptown.org", but I'm not sure about the site "twptown.org" (without the "www" in front.). If I just put "twptown.org" into my browser, without the "www" in front, there is an "under
construction" message. What's the explanation?

Whoever owns the domain owns the subdomains (like 'www') of the domain as well. The problem you're seeing is likely because they didn't properly set up the DNS for the root domain to point to the subdomain 'www'.

As already noted, you can go to a whois website to check out who actually owns the website.

i use http://www.dnsstuff.com to check who owns the site or to trace ip addresses. well when u remove the www part you access the core domain site. as it says on the page the IIS has not been setup for direct domain acccess. lots of sites have re-directs so it readds the www.
