There is something like 3 computers run by the DNS service which translates your ip address (example: 128.45.245.34.4) into words like www.yahoo.com. If these computers are ever crashed then the entire internet crashes!. You can still enter a ip address though if you know the numbers. I heard like 2 of these computers crashed one time because of a screwed up Microsoft Update.

You could say 'nobody' ... it's anarchy out there. But in reality the companies that run the root DNS servers and the varous backbone services are in a position where they could control it if they wanted.
