If a make a video of pictures of friends and family, and put a song, lets say from Celine Dion, does that count as copyright infrigement?

Technically yes, it does constitute infringement. More than likely, you're not going to have issues having it on there, but if the record label for that artist sends YouTube a takedown notice, Google is under legal obligation to remove that, without prior notice to you.

Nah, your fine. As long as you put "MUSIC: Celine Dion" in your credits.

Youtube has so much worse to worry about, lol you'd be fine.

I've seen several vids of people singing songs by others, so I doubt it.
