3.45 doesn't really work as a percent... are you saying you want to take 3.45 percent of something? Then it would be .0345, but that isn't the percent, the percent would be 3.45%...
Percents are always a portion of 100%, so you can't have a number larger than one. For example 99.99% is written as .9999. But once to you to 100% (all of something). The only other thing I can think of is 345% MIGHT be written at 3.45...
Strange question.

well i am not sure but i think that it can be 3.45% i remember something from 6th grade but i am more sure with 3% and 45 as a fraction

umm it is 345% and 1.2% u always multiply by 100 ( or move the decimal 2 places to the left)
