is it dreadlocks or just twists? How would I get them to stay twisted?

They're twists. My guess would be work with damp hair, section it off, work in some really good pomeade or shaping gel, and twist, then let dry, twisting them more if you need it. I think it's cute.

Dirty hair and a lot of hair spray and some twisting(dirty hair always holds a style better than clean hair) yes grosss i know....

it looks like it is just twisted. hair wax would prolly hold it but you have to think that girl prolly has different hair then you. no matter how hard you try to make your hair look like something you see, it is never going to happen bc every ones hair is different.
