How to have wavy beach hair?

I have loose, spiral curls that tend to be dry and frizzy, and I was wondering:
a) Is there a way to make them into loose waves without having to kill my hair with a straightening iron?
b) Garnier Fructis doesn't sell Surf Hair products in any of the stores I go to. Is there any other way to get texturized beach hair?

If you want you can mix an even amount of sea salt(sold at local grocery stores where regular salt is sold) and water in a spray bottle and spray your hair when it's wet. You hair should turn out with a windswept/ surf hair look.
