The program at Limewire.com is one of the most used softwares which is used to download free music. It may be free, but like most free music downloads they are not legal.

if you are a college student, you might want to try ruckus.com, but for this you need your educational email that ends in .edu. I believe only some schools are qualified for it but I'm not sure. It doesn't hurt to give it a try. They certainly have a big selelction.
