I downloaded and installed firefox and installed Switchproxy toolbar and it worked! thank you! but because I am used to Internet explorer 7, if you find something for internet explorer, that would be perfect.

Does not exist.

You can surf through a proxy server in another country. That way it looks like you are surfing from that computer. Just google Proxy Lists, the first page has several good lists.

I know you're able to change your IP for free, through your search engine. You can install SwitchProxy tool, an add-on that you can find by searching on Google. It's compatible with Firefox, Mozilla, and Thunderbird. After it's installed, it appears as a toolbar on your search engine. You click Add Proxy, then enter an IP address you want to emulate (a list can be found online).

I don't know if this was what you had in mind, but it is a way to change your IP to a different country's.

I know it is possible to change your ip address without software, but i don't know what is different between ip addresses from two countries. I do know that the ip address for virtually anyone who has dsl is 192.168.1.any # bigger than 99 (behind a router or server) or 192.168.any # bigger than 99 (computer connected directly to the internet).
