Alright...lets try this again. The link you're looking for should be on the state website. However if you're having problems still the contact person you need to get in touch with is Jackie Caron. Shes an alderwoman on the city council in Norwich. If you go to www.norwichct.org and check under City Council in one of the menus you'll find her picture and her contact info there. She is a proponet of the Pardons Board and will get you going on what you need to do. Good luck and if you need more info or guidance drop me a line and I'll try and help you out.
