How do you know it's 'minor' ? If you have a burn thats blistering ( or think it might be going to) it's a bit more than a minor burn. First response is of course, ice. But then, I would have it checked out by a dr. Definately NOT the old standard of putting butter on it. I personally wouldn't put neosporin on it right away either, unless it had already blistered and is open. Ointments on a burn tend to 'hold in the heat' and cause the blistering to be worse.
