im starting a business and want to try and advertise my menu and have a website that customers can go to for info on my business what is the best website that will do the best job for me??

If you know how o create web pages using HTML or Frontpage
then try any web hosting website like

or go directly to the one selected by me

There are various companies that provide free web hosting, such as www.geocities.yahoo.com or www.tripod.lycos.co.uk. The problem with these is that you get annoying banner advertising on your site, and the domain name is going to be something ridiculous like: www.members.tripod.lycos.co.uk/mysite.
If you are starting your own business, you really need to buy a proper domain name and webspace otherwise you will look really unprofessional.

As far as I know, no free website is the best for business advertising. Best bet is to buy a domain.

well you WILL NOT get hosting for free/domain.
well i use http://www.bluehost.com for my domains, great storage and bandwidth compared to all the other hosting companies, but if u want something really fast setup i would check http://smallbusiness.yahoo.com/ecommerce/
