How can i chat or mail any stranger in orkut

You may scrap him for a start. If you want to send a private message then go to his profile and click on send message button .
Once you add him as a friend and he accepts it , you can talk to him via google talk. depending on your settings friends get added automatically to google talk if they are your orkut friends

Create new room on yahoo messenger with Orkut name, and hope someone there entering your room.

If u install Google talk you can chat with them, otherwise you can message them. on the menu there is a tab "message" click on it write your message and send it to the person you want.
