Can anyone do me a HUGE favor on photoshop because I can't figure it out...?

Question

I have these 5 photos that I want edited on photoshop and although someone explained how to do this to me I do not understand it at all. If anyone can do it for me I will be very, very greatful and I will do something other then give you 10 points if you want because it's a huge favor.

I just want the background blurred out on that one
and then these 2:

I want the background blurred and then a lime green tint put on

Let me know if these work for you or you need any adjustments. I didn't add any orange tint to the 4th image because it looked like it had already been added.
