In Italian we have not this way to say also because a 9 months baby can't understand what you're saying, in any language.
Literally it would be "felici nove mesi bambino (or bambina)" but it has not a real usual meaning in our language..
If it's addressed to the baby's parents it could be changed into
"congratulazioni per i nove mesi del vostro bambino (or della vostra bambina)".

If instead you're referring to a boy friend ('baby' synonimous of 'honey') then translation would change again to become :
'felici nove mesi tesoro' or instead of tesoro you may use
'dolcezza' or 'mio caro' or 'amore' depending on how 'close' you're to him.
