You can download anything you want from iTunes, but the only thing you can transfer it to is an iPod. It's proprietary.

iTunes is a free program that is capable of playing everything that you can download from the iTunes store except the games (those will only work on an iPod Video). All songs that you can download from iTunes are in the AAC Free Play format, which will only play on iTunes and an iPod.
However, iTunes will also let you convert all files that you've downloaded from the iTunes store into the universal MP3 format (unprotected, even), which can then be transferred over to any other digital music player. Just remember that MP3 is an outdated format, and there will be a noticable loss of sound quality (but you'd get that with any source of MP3's). You also can't load it onto any non-iPod device through iTunes, so you'll have to dig the MP3 files out by hand and upload them through some other means.

you can have itunes and not have an ipod, but itunes cannot put music on anything but an ipod
you can use it on your computer without an ipod

I don't know about other brands of MP3 player, but you can play any itunes stuff on your computer. I do it with videos because my ipod doesn't do video.
