Is there a free web based screen capture tool out there?

I define web based as something that is not installed on my computer hard drive.

I am in search for a tool that is web based that takes a screen capture (screenshot=still picture) of an active window save the file to the person's computer or to the server. If stored on the computer I would like the file address to appear on a web page with a button that allows them to upload to the server.

are you looking to capture stills or video?

stills are easy. just press "print screen"

for video, i dont know of any Web Based programs.
