Or can you convert a 2003 file to 2000? Thanks!

There is an upgrade price associated with upgrading Publisher 2000 to 2003. However, I don't believe that the Publisher 2003 upgrade is even available any longer. The only upgrade package that I believe to be available is to Publisher 2007.

It is possible to do a "Save As" in Publisher 2003 and save it back to the 2000 format.

It may help to install the FileFormatConverters package to your existing install. You will find this package available for free download here:

Although the description seems to indicate that it only works for upgrading the Word, Excel and Powerpoint portions of Office. If that is the case it won't do any good for your Publisher issue.
