hi, im trying to learn tagalog but im only half so its hard cuz most of my family speaks english and my mom doesnt really speak it anymore. She speaks sometimes but when i say something to her in tagalog she answers back in english. I really want to learn this language fluently. So if u could help me plz do and yes i have already tried the language thing exchange on the other online programs. their not very helpful.

talk to a lot of filipinos or if not, chat with them if you can't see anyone there.read and listen to tapes or movies if you have any.

You know what, I don't speak Malaysian Language but when I went there, nobody speaks English and so I learned to speak the language with nobody teaching me where to start.
I guess you can do the same, go to the Philippines or to a City / State with large Filipino concentration and speak the language.
If you want to be more creative, open a Filipino store / restaurant and talk to your customers in Tagalog. That way, you earn while you learn.

Call the University of Hawaii bookstore. They have several books on Tagalog that they will be more than happy to mail to you. Also don't forget to ask for the Audio CD's that go with the books.

if your mom already speaks tagalog, ask her to teach you. tell her to only speak to you in tagalog. or maybe an older relative. I wish I'd learned Norwegian from my grandparents when they were alive. they never spoke it to us.
