yes in internet explorer go to tools then internet options and go through the tabs until you find inapropriate content filter

No there is no way. You can't force people to use the internet for good.

You can buy Net Nanny and control them for a while but eventually that will be broken.

This depends on your browser. I know AOL has parental controls. You can set websites to be blocked, and on WIndows XP if the users login is set to limited there are certain things they can't go on. Can you give anymore details about th browswer?
