In setup it shows my Hard drive I just installed, as well as the CD_ROM. I want to install Win 2000. Thanks

2 common options:

1- the Windows CD you are using is a copy and your CDROM does not like it not because it is a copy but because it was burned too fast, or on a cheap cd, or the cd isn't bootable , etc.

2- That Laptop is OLD and with old hardware is very common to have a CDROM that does not function as a boot device but still can read cds anyway. In this case you will have to replace the CDROM.
Burn a copy of something else, like DSL linux (http://www.damnsmalllinux.org/) to see if you can boot from that cdrom.
