Ok what are the Capabilities and Differences between a 16X dual layer DVD+/-RW +24X CDRW Rewritable drive and a DVD+CD Rewritable combo drive 16x52x32x52x ?

The first one reads & writes to DVDs as well as CDs.
The second one only reads DVDs but reads & writes to CDs (known as a combo drive).

the only 2 differences, is the first one is a dual layer which means a DVD that can hold 9gig of info. and it has a cdrw speed of 24x and the second is just a dvd player and has a faster rw speed of of 32x. both play the same cd's and dvd's

dual 16x support's ,+ n - DVD RW and the second one support's one either + or -,there is a cd media diffrence between +R and -R in dvd's. and might be some diffrence of reading n writing speed

The first one is capable of burning DVD9 disc, which can hold about 9 gig of data. Of course it can burn in both +R/RW and -R/RW format. The later one can only burn regular DVD, which can only hold 4.7GB of data.
