I would leave both on programs.

Cache basically means the operating system will keep certain things preloaded into the memory so that if you happen to do those certain things, they are alrdy partially loaded and will take less time (I'm not sure exactly what it will have preloaded lol) while forcing your programs to use virtual memory on hard drive if they overflow.

If you check background services in first one, then background programs will have higher priority than non background ones. You don't want this probably.

Don't listen to first guy, cache is a general term, and from his answer I'm guessing he read nothing other than last sentence.

A cache is when temporary files (such as internet files) are stored on your pc. When you go back to view anything related to those files at a later date, instead of going on the net and retrieving them, it gets them from your cache file thus making your performance better.

Cache is the onboard memory. You do not want to change those settings.Cache is faster then ram and you do not want to waste it.It is not just a general TERM!
