If Cigarette manufacturers are not allowed to sell a 'safer cigarette'?

As I understand it a 'safe' cigarette with a special filter HAS been developed, but what is stopping it being put on the market is that if it was marketed as a 'safe' or a 'safer' cigarette, companys could face lawsuits as this would be an admission that their previous product was less than safe.
the point is; if Microsoft are saying Vistas is 'more secure', why did they not tell us that XP was 'less' secure?

Because one is labelled hazardous to your health, and one is labeled "not to be used for life support activities"

'Who' and 'why' do you think Microsoft Corporation can be stopped from selling software (of any sort) ?

As for 'safer cigarettes' - the Cigarette manufacturers tried this but the smokers refused to buy them ... (they lost millions)

NB. your questions shows a fundamental miss-understanding of our Capitalist Society ... "they" do not have to "allow" anything -

If by "they" you mean Governments - well inn a Democratic system Governments exist to 'protect' the Consumer, however this is retro-active (for example, "they" have only just started to think about how to Regulate the Internet)

I don't believe there will ever be a "secure" operating system despite any and all the claims. As for a "safer" cigarette you'll probably find unicorns first .... kind of like a "secure" operating system ... nothing more than a dream.

Microsoft is eternally seeking methods of ensuring that users of their operating systems are as secure as they can possibly be, and to that end are continually developing their software to cope with the threats that hackers and criminals pose in exploiting those systems. Yes, Microsoft is doing its bit in that respect.
Cigarette manufacturers are well aware of the health hazards of smoking and are continually seeking ways of duping the public into belittling those health warnings, by various nefarious means such as 'Low tar', 'Safe Cigarette', 'Lonf filter-tips', etc. In fact the safest cigarette is one that you never light up!
Work it out for yourself.

Guess we all realise that a secure Microsoft product is about as likely as a 'safe' cigarette.

At least Microsoft offer a [very slight] challenge to the poor hackers, eh?
