18 as an adult. 17 with written approval from both your parents and best be ready for them to be by the phone to contact. Even if you travel with one parent, you need written permission from the second, so both must approve you leaving the country.

Obviously, at 18 with no problem, as that is an adult.
Alone, without an adult, 14, but you will have to have written permission of your parent or guardian, as well as clear information as to why you are traveling alone and where you are going, who you are visiting, etc. If you are in a group, might be questioned less, esp. if there are adults accompanying the group.

Under 14 only with an adult, AND with written permission from parent or guardian. Also, if you are with one parent, you need written permission from other parent. This would be true for any age under 18.

You can go to Canada at any age, but if you are going without a parent and you are under 18, they my give you a hard time.
